if ur a real hello neighbor fan you will know about "The Mill" a storm the guest creates in the old game footage, it shows the guest standing in a shack above you watching over while the mill creates a storm which abliterates Raven Brooks. I HIGHLY recommend Nether Strider's "HN2 cut content" for info on chapters/acts, boss fights, textures and audios.
More Let me explain smth, the reason why you just saw Mr Peterson in the guest's suit is because before hn2 the game was called hello guest, hello guest is a complete separate game which got given up on and got scrapped, if u go on Google and type "Hello Guest Cut Content" or "Concept Art" it will show you it all.
